InfoPhilip Goodman was a member of the Maryland Senate from Baltimore City District 5, 1955-60. He was then elected president of the Baltimore City Council and became mayor of Baltimore on December 6, 1962, following the resignation of Mayor J. Howard Grady. He completed the remaining months of Grady's term, and lost in the May 1963 Baltimore City municipal election to Theodore McKeldin.

Attended City College; Baltimore Law School.
