Info | Harrisburg has been very fortunate to have the services of James J. McCarthy as the City Controller, who is seeking re-election in the May 17 Primary Election. A lifelong resident of the city, Jim has served seven consecutive terms as City Controller, surpassing the six terms of Mayor Reed to make him the longest serving elected official in city history.
While Controller is a part time position, he spent the extra time needed to establish a first-rate fiscal office, maintaining the review and accountability of city spending. Independent of the Mayor of the City Administration, the City Controller’s Office reviews all city spending and determines its appropriateness and legality.
Jim maintains a private Certified Public Accounting practice, and he’s also an attorney, enabling him to better serve the financial needs of his clients and this city.
Skilled and respected in his profession, Jim is called upon by Penn State University to teach aspiring student accountants the principles and process associated with governmental accounting.
Jim McCarthy has served this City well during difficult times and has been a leader in the reform of city government. His good work literally prevented the waste and abuse of public monies prior to 1982.
Honest, forthright and deeply committed to this City, Jim McCarthy supervises three full-time staff in the Controller’s Office, and has produced a model office of sound fiscal control, which other cities regularly seek to duplicate.
