Terry helped pass Virginia's bipartisan transportation bill -- the first transportation funding measure that had been approved in the state in 27 years. He knew it was too important a time for partisan politics, so Terry reached out to Democrats and urged them to support the bill. Even though it was backed by Republican Governor McDonnell, tea party Republicans refuse to support the plan.
