"Gale A. Norton resigned as interior secretary today after a five-year tenure marked by battles with opponents who fought her oil-drilling policies and by the lobbying scandal that touched her former deputy.

Norton, a former Colorado attorney general, was the first woman to head the 156-year-old Interior Department. In a letter to President Bush, Norton said she will step down from the Cabinet post at the end of this month.

"Now I feel it is time for me to leave this mountain you gave me to climb, catch my breath, then set my sights on new goals to achieve in the private sector," she wrote. "Hopefully, my husband and I will end up closer to the mountains we love in the West."

Under Norton, the Interior Department was touched by the scandal involving former lobbyist Jack Abramoff and Indian casinos.

The Washington Post reported last August that Abramoff claimed in e-mails sent in 2002 that Norton's then-deputy secretary J. Steven Griles had pledged to block an Indian casino that would compete with one owned by an Abramoff tribal client. Abramoff later told two associates that he was trying to hire Griles.

Abramoff boasted in e-mails of having an inside track in Norton's department.

Norton posed for a photograph with Abramoff in her office in 2002.

In January, Abramoff pleaded guilty to federal felony charges related to congressional influence peddling and defrauding Indian tribes of millions of dollars."
