Description Congress established U.S. circuit courts of appeals for each of the nine judicial circuits
and assigned the sitting judge of the U.S. Circuit Court for the Fourth Circuit to sit also
on the U.S. Circuit Court of Appeals for the Fourth Circuit, effective June 16, 1891.
The act also authorized an additional judgeship for the Fourth Circuit's new court.

The United States Court of Appeals for the Fourth Circuit is a federal court with appellate
jurisdiction over the district courts for the following districts:

* District of Maryland
* Northern and Southern Districts of West Virginia
* Western and Eastern Districts of Virginia
* Western, Middle, and Eastern Districts of North Carolina
* District of South Carolina

4 Seats (4, 5, 13, and 15) have traditionally been reserved for Virginia.
4 Seats (1, 3, 11, and 12) for South Carolina.
3 Seats (6, 8, and 14) for Maryland.
2 Seats (2 and 9) for West Virginia
2 Seats (7 and 10) for North Carolina
