Chris was born in Cedar Rapids and grew up in Coggon, Iowa where he played football, basketball, and track for North-Linn High School. He graduated in 1981 from Cornell College in Mount Vernon, Iowa where he double majored in Environmental Science and U.S. Diplomatic History. At Cornell he was a three-time letterman as a javelin and discus thrower.
After college, Chris did graduate work in Comparative Foreign Policy at the University of Wyoming, receiving his M.A. in 1983. After enjoying teaching at the University of Wyoming, Chris decided to pursue a career in higher education. He entered the Political Science program at the University of Nebraska-Lincoln where he focused on International Relations and International Political Economy, receiving his Ph.D in 1993.
In 1992, Chris moved his family to Northeastern Pennsylvania because he had been offered a faculty position with Penn State University-Worthington Scranton. At Penn State, Chris has taught courses in U.S. Foreign Policy, American Government, and U.S. Security Policy, focusing on terrorism and intelligence issues.
Since 1996, Chris, his wife Jennifer, and his five children have lived in Dimock, Pennsylvania.
A Record of Service
The Naval Reserve
A Lieutenant Commander in the United States Naval Reserve, Chris served multiple tours overseas and was activated for operations Enduring Freedom and Noble Eagle. He was direct commissioned as an Ensign in 1995.
Chris is the recipient of the Defense Meritorious Service Medal, three joint Service Achievement Medals, the Navy and Marine Corps Achievement Medal, and the Outstanding Volunteer Service Medal. His awards also include the Naval Rifle Marksman ribbon and the Naval Pistol Expert Medal.
Defending America: Intelligence & the War on Terror
We need leaders in Washington who have the expertise to deal with today’s threats. Whether faced with rogue states like North Korea or the continuing threat of terrorist attack, Chris Carney has the expertise to make us safer.
In late 2000, Chris served as Defense Intelligence Agency Strategic Analyst to CENTCOM, Joint Task Force-Southwest Asia. He conducted strategic assessments of Iraqi intentions and conducted special intelligence assignments following the suicide attack on the U.S.S. Cole.
During 2003, Chris served as the Director of Intelligence Support for the Global War on Terrorism, coordinating counter-terrorism activities in Iraq and the Persian Gulf Region.
From December 2003 to August 2004, Chris served as the Special Advisor to the Assistant Secretary of Defense for Special Operations, focusing on the integration of national-level intelligence products in the effort to destroy international terrorist networks.
In the past year, Chris served as a Special Consultant on Terrorism and Intelligence Issues to the Deputy Secretary of Defense.
