James E.S. Parker grew up in Virginia, the youngest of four children. If you examine his family tree, many of his ancestors were from North Carolina, some moving west to settle in the mountains of Tennessee and Kentucky, where his mother and father were born. "Jim" loved photography and sports, especially baseball and swimming. He learned the value of work and money at an early age delivering newspapers, mowing lawns, and during summers after the age of fifteen, working as a lifeguard at a nearby lake. He graduated from J.E.B. Stuart High School in 1981, where he was a record-setting captain of the swim team, president of the student body, and voted "most likely to succeed." He declined an offer to attend Duke University and enrolled at the University of Virginia, where he was an Echols Scholar and a Navy Midshipman in the ROTC program.

In 1982 at the age of 18, Midshipman Parker served a six-week tour of active duty aboard the USS Texas, a nuclear powered and nuclear-armed Cruiser. He boarded the ship in Florida just as the Falkland Island War between Britain and Argentina broke out. Because of the war, the planned voyage to Rio de Janeiro was cancelled and the ship headed north to Norfolk, Virginia. Back in school that fall, he decided to prepare for a career in Medicine and left the ROTC program. He met and fell in love with a student named Maria Paparella. They were married and graduated from college in 1985.

While Jim studied the medical sciences at the University of Louisville, Maria worked various jobs including teaching at a private school, medical transcription, and running a daycare in their home while caring for their own children. They lived frugally during medical school, first living in a small apartment above a garage and finally moving into a house that cost $35,000. For all four years, Jim commuted to medical school in a 1973 Chevy Vega. During medical school, he joined the Army Reserve and was commissioned a 2nd Lieutenant. In 1989, on the day of graduation from medical school, Jim Parker, MD, took the oath of office as a Captain in the U.S. Army and began a term of eight years of active duty service. His first assignment was a year of Internship at Brooke Army Medical Center in Ft. Sam Houston, Texas.

U.S. Army (Active Duty eight years, 1989-1997), reaching the rank of Major. Cared for sick and injured veterans, active-duty soldiers, and their families at Fort Sam Houston, Texas; Fort Lewis, Washington; and Fort Bragg, North Carolina.
Served at U.S. Army Medical Centers during Operation Just Cause (Panama) and Operation Desert Storm and provided care to soldiers evacuated from battle.
