InfoNancy Larraine Hoffmann, one of eleven women in the New York State Senate, a national leader in the effort to save abandoned babies, and a pioneer in programs to promote family farming, was elected to a tenth term in November, 2002.

Senator Hoffmann was re-appointed Chairwoman of the Senate Agriculture Committee in January, 2003. Her major legislative goals include the encouragement of production agriculture and the preservation of family farms. Senator Hoffmann was a strong advocate in Washington to make sure the interests of Northeast farmers, especially their conservation efforts, were represented in the 2002 Federal Farm Bill. In 2000, Senator Hoffmann created the New York State Barns Restoration and Preservation Program. With more than 6000 applications by the end of 2002, this wildly-successful program is now a national model. Senator Hoffmann also created the Upstate New York Agritourism and Education Program, which assists farmers in making their properties tourism destinations and encourages farm visits for schoolchildren.

Senator Hoffmann successfully fought to eliminate sales tax on products used in production agriculture, saving New York farmers more than $20 million a year. She re-instituted the Bull Test Sale to boost Empire State beef production. In the 1980's, she was a driving force behind the Regional Cooperative Marketing Agency (RCMA), which united 22,000 family dairy farms in 11 Northeastern states under a collective bargaining umbrella, the forerunner of the Northeast Dairy Compact which she helped create.

Senator Hoffmann has promoted international trade opportunities for Central New York businesses and farms. She participated in one trade mission to Brazil and lead a second such agricultural trade delegation to that country at the invitation of the Brazilian government.

Senator Hoffmann is a strong advocate for economic development and job creation in Central New York. She created an innovative investment program to expand job opportunities in inner city Syracuse, and was responsible for creation of an Empire Zone in Madison County. Currently she is playing a major role in the effort to upgrade airline service in Central New York.

She has boldly supported a number of ventures in Central New York to enhance tourism and stimulate the economy including the Boxing Hall of Fame, the Chittenango Landing Canal Boat Museum, and the Blues Festival in downtown Syracuse.

Senator Hoffmann's Abandoned Infant Protection Act was signed into law in July 2000, culminating her 20 year effort to save newborns abandoned by frightened young mothers.

Senator Hoffmann's Abandoned Infant Protection Law is unique because it establishes a policy of no questions asked in order to save the life of a newborn baby. Her law is credited for over a dozen successful baby rescues in New York City, Troy, Oswego, Baldwinsville, and Buffalo.

In 2002, advocates for women's health issues celebrated a major victory with passage of the Women's Health and Wellness Act, with Senator Hoffmann as a prime sponsor. In addition to increasing insurance coverage for mammograms and osteoporosis screening, insurance companies were finally required to provide coverage for prescription contraceptives.

Senator Hoffmann lead efforts to reform New York State's sex offender treatment laws. Following a lengthy study of successful programs in other states, she started New York's first sex offender treatment unit at Oneida Correctional Facility, which reduces certain sex offender recidivism.

Senator Hoffmann is an outspoken proponent for government reform and has authored numerous bills to change New York's highly partisan legislative process, including a budget reform bill which passed the Senate in 2002. Her efforts to achieve fundamental reforms have won praise from groups as diverse as the League of Women Voters and Change New York.

In 1994, Senator Hoffmann was one of 15 Americans selected by the U.S. Department of State to serve as a United Nations observer in El Salvador, part of an international team which monitored voting as El Salvador marked an end to 12 years of civil war with the first free elections.

In 1996, Senator Hoffmann created the Civil Rights Connection, a work-study program which offers select high school students a unique opportunity to experience Civil Rights history and the nonviolence movement. Taking a page from her own civil rights activities in the 1970s, Senator Hoffmann leads the high school students on a trip to Mississippi, where they learn about the Movement by visiting historic sites, engaging in work projects, staying with host families, and participating in the Medgar Evers Memorial Reunion.

Senator Hoffmann is a member of the National Council of State Legislators, serving on the Standing Committee on Agriculture and Rural Development. She serves on the Council of State Government Agriculture Policy Task Force. She is a founder and Vice-president of the Northeast States Association for Agricultural Stewardship, and she is State Director for Women in Government.
