Secretary Athey served as a member of the House of Delegates from 1967 to 1993. He chaired the House Ways and Means Committee, 1979-93, and served as House chair of the Special Joint Committee on Income Tax Reform.
He attended Montgomery County public schools, and went on to serve in the U.S. Navy from 1945 to 1947.
