InfoFrom March 1988 to April 1993, Mr. Norton served as the United States Attorney for the District of Colorado. Mr. Norton was first appointed to this office by President Ronald Reagan and then reappointed by President George Bush. As the chief federal law enforcement officer for the State and District of Colorado, Mr. Norton directed the U.S. Justice Department’s criminal and civil justice priorities in Colorado. These priorities included a war on narcotics and dangerous drugs; a major thrust against white collar crime, including environmental crimes, financial crimes, and securities fraud, and the prosecution of child pornography and obscenity crimes. Among other matters, Mr. Norton coordinated the government’s intensive criminal investigation and prosecution of Rockwell International Corporation for environmental crimes at the Rocky Flats Nuclear Weapons Plant near Golden, Colorado. The prosecution resulted in the imposition of a fine of $18.5 million, the largest environmental criminal fine to that date. While United States Attorney, Mr. Norton served on the Justice Department’s Executive Review Board of the Organized Crime Drug Enforcement Task Force Program, the Justice Department’s Economic Crime Council, and the Obscenity/Child Pornography Subcommittee and the Controlled Substance Subcommittee of the Attorney General’s Advisory Committee.

Beginning in 1960, Mr. Norton spent several years in sales and in legislative affairs in private industry. Upon graduation in 1960, Norton served with The R. T. French Company in Houston, Texas, and Mobile, Alabama. After serving with the U.S. Department of Agriculture in Indianapolis, Indiana, Mr. Norton joined the National Milk Producers Federation in Washington, D.C., as a legislative liaison aide and assistant general counsel. In 1969, Mr. Norton became Director of Congressional Affairs of the United States General Services Administration in Washington, D.C. Then, in 1972, Mr. Norton was appointed GSA’s Region 8 Administrator in Denver, Colorado, for the six Rocky Mountain states.

While at Colgate University, Mr. Norton was active in sports and received varsity letters in swimming and lacrosse. Mr. Norton was also a member of Phi Kappa Psi fraternity.

During his law school years at American University’s Washington College of Law, Mr. Norton was awarded Lawyers Cooperative Publishing Company Awards for Outstanding Achievement in six courses, including Torts, Labor Law, and Administrative Law.

In 1977, Mr. Norton entered the private practice of law in Jefferson County, Colorado.

Mr. Norton is a member of the bars of the United States Supreme Court, the United States Court of Appeals for the Tenth Circuit, the United States District Court for the District of Colorado, the Virginia State Supreme Court, the Colorado State Supreme Court and all Colorado courts. Mr. Norton is also a member of the American Bar Association, the Colorado Bar Association, and the Arapahoe County, Colorado, Bar Association.

Mr. Norton has served on the Board of Governors of the Colorado Bar Association and is a member of the American Bar Association’s Criminal Justice Section. He has also served as Chairman of the Spring C.L.E. Committee of the Arapahoe County Bar Association and as a member of the District of Colorado’s Civil Justice Reform Act Committee. Mr. Norton has been active as a Continuing Legal Education lecturer and writer on, among other things, criminal justice priorities, securities law, the Americans With Disabilities Act, the Foreign Corrupt Practices Act, environmental law, and prosecutorial ethics.

Mr. Norton was appointed by Colorado Governor Bill Owens as a member of the Colorado Commission on Judicial Discipline. He has also served as a member of the Governor of Colorado’s Law Enforcement Council, the Colorado Governor’s Energy Task Force, the Colorado Governor’s Military Affairs Advisory Council, and the Business Advisory Council of the University of Denver’s College of Business Administration.

Mr. Norton is active in community affairs and has served on the Board of Directors of professional football punter Mike Horan’s Pros with a Purpose, the Rocky Mountain Family Council, and Denver’s Project Safe Place. Additionally, he has served on the Board of Directors of the Ronald McDonald House, the Jefferson County American Cancer Society, and as Vice Chairman of the Lakewood Chamber of Commerce. Mr. Norton has been a Boy Scout and Girl Scout leader and has coached youth baseball and soccer teams. During 2000, Mr. Norton served as Colorado Counsel to the Governor George W. Bush for President campaign and as co-chair of the Colorado Lawyers for Bush-Cheney Committee.

Mr. Norton is active in his church, Highline Community Church, Englewood, Colorado. Currently, Mr. Norton is also a Masters of Divinity candidate at Denver Seminary, Denver, Colorado.
