InfoSenator Rory J. Respicio attained a tremendous amount of practical and meaningful government experience well beyond his years. At 30, Senator Respicio served as a cabinet member for two and one half years; senior staff member of the Governor's Office; has served on numerous government and civilian boards and councils, a six-termed member of the Guam Youth Congress, of which he served two-terms as Speaker, affording him many years of work experience from the Legislative and Executive Branches of the government of Guam.

As Director of the Department of Youth Affairs, Senator Respicio managed a team of more than 100 individuals, 3 divisions. He has implemented successful programs, encouraging the positive development of adolescents: including prevention, incarceration and rehabilitation. These programs realized the integration of juvenile offenders with responsible young adults, creating one peer group, thereby building on the concept of Youth Helping Youth. DYA is credited under Respicio's watch for being named Department of the Year for three years.

Senator Respicio was first elected to public office for the 27th Guam Legislature (January 2003-December 2004). As a majority member of the Legislature, he served as Chairman of the Committee on Youth and Senior Citizens, Federal and Foreign Affairs, Military and Veteran Affairs, Human Resources and Natural Resources. He was also the only member of the 27th Guam Legislature to serve on all Nine Legislative Standing Committees. During his first term in office, he introduced 28 Bills, 6 which became law.

In the 2004 General Election, Senator Respicio was successful in his bid for re-election and is a member of the 28th Guam Legislature (January 2005-December 2006). As a minority member of the Legislature, he serves as a member in Six Legislative Standing Committees: Education and Community Development; Health and Human Services; Natural Resources (Environment), Utilities, and Micronesian Affairs; Aviation, Immigration, Labor and Housing; Criminal Justice, Public Safety, Youth and Foreign Affairs and Tourism, Maritime, Military and Veterans Affairs. Despite being in the Minority, Senator Respicio has introduced 17 Bills, Three (3) of which have been signed into Law – creating economic recyclying zone at the Port of Guam, Euthanasia Bill for Animals, and assisting parents on Guam to obtain a birth certificate for their adopted child. He has also a co-sponsor to 7 other bills. Bills he sponsored and co-sponsored touch on the following issues - raising the minimum wage on Guam, increasing teachers salary, medicare coverage, paying off Retirement debt of Guam Memorial Hospital, providing money to Mental Health for non-profit service providers and relocating the Agana Mayors office to the former Mass Transit building in Agana. He is known as a fighter for the Retirees and working people. He has been a weekly columnist for the Marianas Variety Newspaper writing on issues affecting our island since April 2005.

FAMILY
Senator Respicio is married to Joleen D. Flores and they have a son, Rory J. Respicio Jr. His parents are Robert and Rose Manley Respicio. His siblings are Robert Jr. and Sonia Altemus (Shelby and Sidney); Rebecca Respicio. Senator Respicio's paternal grandparents are Isabel Agualo Rivera Respicio and the late Jose Duenas Respicio. His maternal grandparents are the late William Rosendo and Nicole Cruz Borja Manley. His in-laws are Jimmy Dee and Jackie Flores. His brother-in-law is Dr. James Flores, Los Angeles, California.

EDUCATION
Senator Respicio is a 1991 Graduate of John F. Kennedy High School and later earned a Bachelors of Science degree in Government and Politics, minor in English/Business and Management from University of Maryland University College.
