InfoCity Council District 3 brings citizens from northeast, northwest and central Phoenix together, with a variety of incomes, occupations and priorities. One thing we all have in common is the desire to continue to make Phoenix a safer, cleaner, better place to live and work.

Peggy Bilsten was first elected to the City Council in October 1994. In 1999 and 2003, she was re-elected to serve additional four-year terms.

Bilsten represents her constituents vigorously. As councilwoman and previously as vice mayor, Bilsten:

worked to establish the Graffiti Hotline in 1995
was instrumental in opening the district's first senior center, Shadow Mountain Senior Center
worked with local neighborhood activists to make the district's newest community center a reality. The Sunnyslope PAL Center is now one of the most heavily utilized after-school facilities in the city
worked with a team of city staff and the Arizona Department of Transportation (ADOT) to facilitate the need for screen walls for residents abutting the SR 51 Squaw Peak Freeway north of Shea Boulevard
chairs the City Council Transportation, Parks and Seniors Subcommittee and also spearheaded the city's Transit 2000 initiative
serves on the City Council Housing, Neighborhoods and Historic Preservation Subcommittee, the City Council Knowledge Workforce, Education, Arts, Families and Youth Subcommittee, and the Mayor's Commission on Disability Issues
serves as the vice chair of the MAG Regional Transportation Policy Committee
chairs the Governor's Commission to Prevent Domestic Violence Against Women
co-chairs the Healthier Phoenix Initiatives Subcommittee

With Bilsten as chair of the Mayor's Ad Hoc Committee on Domestic Violence, the mayor and City Council established the Family Advocacy Center. The center provides medical aid, counseling, prevention, education and other assistance to victims of domestic violence under one roof. It is now the largest such facility in the state.

In the fall of 2001, the city of Phoenix ChildCare Center opened with Bilsten playing a major role. The center is close to many municipal facilities and is managed and operated by Easter Seals because of its commitment to providing quality childcare for city employees. The center allows employees to spend quality time with their child on the way to and from work.

Memberships

Bilsten is a board member of each of the following organizations: Regional Domestic Violence Coordinating Council, Life Sentence, Lutheran Brotherhood, and the Arizona Center for the Blind and Visually Impaired. She also is a member of the Arizona Commission on Medical Education and Research, the chair of the Governor’s Commission to Prevent Domestic Violence Against Women, the vice chair of the Maricopa Association of Governments Transportation Policy Committee and the treasurer of the Valley Metro Regional Public Transportation Authority.

Recognitions

Bilsten has received numerous awards and recognition. She was named the YWCA Public Official of the Year, received the Excellence Award from the Arizona Transit Association and. in 1999, received the Soroptimist "Women Helping Women" Award. In 2000, Peggy received the "Don Aldrich Advocacy Award" for her tremendous support on the Mayor's Commission on Disability Issues. She also received an award from the Blind and Visually impaired community in 2001. Bilsten also has received the "Byron A. Nordberg Award" from the Arizona Rail Passenger Association, the 2004 Doves award from the Area Agency on Aging, the Aviation award and the 2004 Dreamer Award.

Personal and Family

Formerly, a health and fitness teacher at Valley Lutheran High School in Phoenix and a part-time teacher at Martin Luther Elementary School, Bilsten earned a Bachelor of Arts degree from Northwestern College in Orange City, Iowa. She and her husband Tom have been married over 20 years and have two children; Tom Jr., 22, and Jenny, 20. They now have a new addition to their family, as their son Tom Jr. was recently married to their beautiful daughter-in-law, Krista.
